Crowd clothing variation using FBX.

Could anyone help me figure out how to use layers with an FBX skin to apply variations to an agent?

I have animations and characters from mixamo and setup a crowd. The only issue I'm having is creating layers that deform the clothes with the animation. The Shape deformer in the agent layer doesnt seem to work, at least not with the Geo from the fbx that I am providing.
