I found that draping the cape manually with the vellum brush is an interesting approach. While it is more straightforward than a simulation it is much less predictable than sculpting it in Zbrush. So I studied here how this would work on a procedural setup. Once the draping is completed, some geometry structure get parametrized on the UV space of the cape. That way, I can model any jewels and replicate them as ornaments.
