issue with the inverse foot rig in RIG FUR DUDE WITH KINEFX

so i am following the tutorial,

until video 13, at about 8:40, in which the tutor can fix the problem of the toe from following the movement of the ball by adding a skeleton blend after the ik chain, but that doesn't seem to have any effect, though i can see the toe bone is not following the movment of the ball, and i have double or triple checked my weight painting.

it is the second time i have done this in a year, and i think i failed to understand it again at exactly the same video, so any advise would be of great help. this time i am using 20.5.487.
