long, cylindrical instanced geo penetrate other rigid bodies

i have a scene where i am really happy with the particle simulation but the instanced geometry is long, cylindrical shapes and i cant stop them penetrating the rigid bodies in DOPS.

the problem seems to be solved if i increase the collision tolerance, but of course this just raises the height of where the particles bounce, so things seem to bounce 3 feet off the ground. there must be another answer.

i have re-created the scene in simple form and posted it here in the hope that someone might be able to help.

i may not have all the options set in this scene, but i have tried them all ! i might be going about it entirely the wrong way i dont know, it seems right from the sample scenes and tutorials.
