That hard to click on the Download page?

Not speaking for SESI, but that would be how I'd do it:

The builds are on the download page as soon as their “Makefiles” complete. And this takes some time. So if you visit the download page at say 10:00 there might be a new build for an other system, but not yours. If you visit again at 10:30 your system is there eventually, except the “new” build does not affect your system at all. But this should be documented in the changelog…

Huh? It takes time to build those binaries, yah? As soon as the they are done building, it's available for download, provided that the build didn't fail.
