Simply put, when creating / editing a curve the points do not snap to self.

Yes, they do. You have to enable point snapping.

Here is a screen of my snap settings. The points do not snap no matter what I do. I am starting with a polygon curve, if that counts.
Edit: also have Vulkan enabled... I've been hearing there might still be some bugs with it

Hm, yes, maybe it's vulkan related. I'm on OpenGL, and it works:

Works fine for me on Vulkan, with the same settings you show, so I'm not sure what the issue is.

Often you find that snapping inexplicably does not work. This is a very confusing moment. Snapping will stop working to the points of the CURRENT node. Probably because you are deforming the current node. But sometimes it works, and sometimes it does not, and this is the most incomprehensible. For example, in the nodes of the attribute adjust, the pointer handles are not snapped to the points, which is baffling.
But all this is easily solved! You need to set the template flag on the previous node, the geometry of which is the basis for editing for you. And in the snapping settings, binding to the template is enabled by default and snapping always works.
This method doesn't work for the first node only. The template flag on the current node does not help.
Another version of the snapping bug found in the curve node is the tilt of the camera, oddly enough. With one tilt, snapping did not work, with another - it worked. No explanation. Another bug variant - the curve point snaps to itself and jumps like a frog if you move the point itself or the center of the handle. But it moves smoothly if you move the arrows. But if you increase the snapping strength closer to 100, the point will jump on the arrows too. In general, have fun.
