I think I would start with a slow rotating circle traveling along a path. Then scatter just a few points along the circle, say 3-8. Then drop down a trail to create a series of points that follow. Set the trail to connected geometry. Then create a material with a high emit value.

I think there is a thread about this on OdForum. A way to quickly render that game style effect in Mantra.
Using Houdini Indie 20.0
Windows 11 64GB Ryzen 16 core.

In addition to the above: try a velocity field in the shape of the trails, advect Pyro through that and then use that pyro sim to advect a shitload of particles, render out the the pyro, particles, and trails separately and combine additive in comp with some glow
