Light or EmissionMap ?

Hi , i am trying to make a “high fps rate” game but i want somethings to have nice looking .
(low poly but high texture resolution) or (reduce every detail but use high light detail)
By the way i don't know which one expensive for games , light or emissive color map. you can advice me about that too

1- How can i apply similar effect like “ picture 1 ” into my project ?
2- what is your suggestions and what should i learn before or while progressing to my small town ?
