Crowds from Houdini to Maya

There is a requirement to visualize crowds of say 1000 agents inside Maya exported from Houdini. What could be the possible options and how to execute each method, also considering optimization and efficiency using instancing. How can USD be utilized to export crowds from Houdini? Because right now, when imported crowds inside Maya using USD, hierarchy changes a bit and meshes don't appear. Skeletons work but I had to adjust Joint Radius in Maya for all the joints to a certain value because it had varying values from big to small for all joints.
