In the Vulkan feather shader, discard barbs if their last point equals 0.0.

Previously we discarded barbs when the first point was 0.0, which may randomly discard barbs that start very close to the rachis.

Clean up for the rig::RBFInterpolation APEX node and added docs

  • Added the kernel input to allow control over which radial basis function to use.
  • Replaced iterations input with robustsolver input since iterations was actually not used.
  • Fix bug in rig::RBFInterpoation and rig::PoseWeightInterpolation where input errors could cause a crash on the next cook due to prematurely updating the values used for caching.
