A precision problem was fixed in the Composite CHOP with respect to its start and end samples. If the starting/ending time of the blended clip was a non-integer number in the new clip's sample rate, we now round to the nearest sample as opposed to flooring.

This change corrects certain off by 1 errors in clip start and end times. It also results in different start/end times when the Composite CHOP blends between clips of differing sample rates.
