The Soft Transform and Soft Peak and the Edit Sop where a soft operation is uncommitted all behave slightly differently in 6.1. If Ignore Connectivity is Off, they only consider points connected if they are connected within the region of influence. To restore the old behaviour, set HOUDINI6_COMPATIBILITY.
