sesictrl can now return licenses, via the new -d, -p, and -P options. Now users who cannot run hkey should be able to manage their licenses with just a web browser and sesictrl.

When hkey is invoked from the installer, it now displays a window asking if the user is a commercial or a non-commercial user. Only commercial users are prompted to log in to redeem their license entitlements.
