Fast Interactive COP cooking support for interactive editting with handles. COPs now res down when handles are dragged, and cook at the normal (or user-specified) res when the handle is released. This is completely transparent to the user other than the temporary degradation of the image quality (which can be specified).

Fix problem with hserver getting into a bad state when multiple versions of houdini are installed and uninstalle form the same machine. We do this by not copying hserver.exe into winnt/system32. Instead we run hserver from within $HB.
