Ok Just Read Care Fully What i am gonna tell you people
1=Open the Windows folder and find the file name “ atioglxx.dll ”
2=When you have the file just move it from its current position to any other folder or rename it or whatever you want BUT DON'T DELETE IT….
3=when you don with the file “ atioglxx.dll ” just run Liecence Admin and do whatever you Need.
4=When you don with Liecence Admin just close it and Restore the file to its origional path you just rename or moved or whatever you don with it anyway the file name was “ atioglxx.dll ”
5=Have Fun…..
Another Way is just you have to do is remove your new or currently installed drivers and find your self ATI Drivers OLD VERSION or the CD that just Came with your Card (just don't use new Driver Version ) then run the Liecence Admin and it'll work fine when you don with lience Admin just close it and use your New Drivers and upgrade your Driver Version.

Errr… ATI.. I've had similiar problem to yours. When I was starting Houdini, license dialog came up and its window was black except one button(I think it was cancel) and window's name. Wow. What a description . I can reproduce it and post screenshot if anyone is interested. I tried installing older drivers, even that old one which came with my radeon. Nothing helped. So I installed new drivers. Still nothing. So I tried turning few things off. And guess what. I turned off one program and started up Houdini and hey, it was OK .
Oh, and by the way it was ATI Tray Tools program from windows tray bar(is it what is that called? You know, that space in lower right part of screen )

its one more tip to those they just facing probs with ATI
I've ATI AX 600 Extreme and it also gave me Problems so what if can bought houdini so why can't i bought a new N-Vidia Card huh now ATI is in my Junk Strore & My Assitant will use it & i have Nvidia 6800 PCI Express its Working fine (but i think ATI can only work in 3d Games or with nothing)
Believe me i am realy not gonna buy any product of ATI in future…. Company is shit they even did'nt helped me or did'nt realeses any bug fixes.. :x
and even there are mess of difrent ATI Drivers & Whom to Believe or What to do …… Realy Hate it

Not just the licence manager but any other floating panel in houdini will cause problems.
If you have a dual monitor setup just turn the second monitor off.
Then if you want go guru3d.com to mod your card to a firegl.
