Basically its the foam of a simulation. Need to get it over to VDB so Vray can render it as a Vray Volume Grid in 3dsMax. Can Houdini do this? I am completely new to Houdini. If this can be done can someone be kind enough to give me a newb walkthrough.

Yes you can, but if you are really noob at Houdini, fluids aren't the easiest thing to do. Whitewater in Houdini is generally particles, but can be converted to a volume that you can export as a vdb. Houdini 17 introduced a lot more whitewater tools, so the workflow has been improved since I last worked with it. Very simply to answer your question, there are multiple nodes that are able to convert particles to a vdb for your to use with a vray volume grid.
