any idea how to approach feathers?

hey all, houdini noob here.

i've got a character thats supposed to have feathers at various points on his body. However im unsure how I should approach actually creating them and then simulating them as he moves around.
I figured generating the entire feather would be too complex for my current understanding of houdini so I was planning on using premade feather meshes and populating specific areas of the character with them. then applying a cloth sim to them to make them move.
is that a good way to approach this? I'd appreciate any feedback!

Im aware of that tool. i also cant afford the asking price for it atm. though looking at it now the price for it has been significantly lowered (it used to be like $5K). I might be able to pick it up later but its not a solution I can use right now
