To keep it simple you could try copy to points with a bunch of tiny lines, with jitter or noise. The entagma tutorial on path deform in 18.5 uses a similar technique for moss (starting around 6:30) https://youtu.be/-TsA7nmivfA?t=394 [youtu.be]
