So I checked you file. These things I do not focus on yet, but I'll still try to help.
First I can not picture what is really going on. Where is the snow coming from? Is it being poured? I'd expect to see falling snow from above, but this is obviously not the case.
Second, if this is a proxy (approximation) maybe you could do the simulation a bit more simple and fast to play? I think it is a good idea to test with simplified geometry and then refine it when it behaves as expected. Maybe I'm wrong, but I think not.
