How to create this behavior in a simulation,
without fungus. What would be spread flip simulation evenly with a residual slowdown. Like on video

I would try to approach this by generating geometry on along the normals of scattered points, much like the vimeo clip, and use that geometry to build velocity fields to advect the sim into the icicle shapes.
