I don't have the book so they might mention this, but it's quite common to have more than one set of wings overlapping each other to make the blur look right, otherwise you tend to get a weird, weak look. Also research the insect you're doing - the vast majority of wings are *not* up/down/up/down - they are similar to a swimmer doing a butterfly stroke - they swoop and curl up and over, scooping up air then pushing it back.
Still baffles me how a housefly does that motion and yet whenever they take off, they take off *backwards*.
