A mutual interaction between the Vellum and RBD (Bullet) solver is not possible. You can create a quasi RBD object inside the Vellum framework however that interacts normally with cloth objects.
I have attached a simple file for you to check out. You can also google for "ShapeMatch" in Houdini vellum to learn more about this method.

Then use vellum grains for particles

You can also emit vellum objects using Vellum Source DOP if you really need them to be shapematched "RBDs"
